Public Sector Services Manager

Valérie Georgeault

I wanted to work for the public sector, in the widest sense, whilst bringing the detachment needed to follow through the numerous reforms introduced in this sector since the mid-80s, so I decided to begin my career in public sector consulting following "publicist-focused" university studies (Sciences-Po Paris, DEA d’Etudes Politiques et Administratives, DESS de Gestion Publique).  This led to my working for nearly 15 years on assignments with ministries, local authorities, particularly in French Overseas Territories, public institutions and public or private businesses placed in charge of a public service mission. Meanwhile, I extended the scope of my consulting services beyond strategy, organisations and processes, developing specific expertise in Human Resources Management whilst remaining true to a guiding principle I still look to: public policies.

I also took on operational responsibilities with consulting firms where my roles included methodology development and internal HRM (recruitment, training, assessment and payment of consultants) at a national level. My fascination with operational management ultimately led me to spend nearly 10 years outside consulting. I held the post of Director of Human Resources and Labour Relations and regional organiser for the Ministry of Labour and Employment Ile de France region; I also worked as Mission Director on interdepartmental projects for the Pensions Department (Ministry of the Economy, Finances and the Budget), liaising directly with all private and public employers of civil servants, military personnel and judicial officials, and with the various pension schemes.

I returned to consulting in order to offer our clients the benefit of the experience drawn from working in two professional contexts and settled in New Caledonia where I joined Kahn & Associés in 2012. The insight and experience I gained working both as a consultant and a senior executive and also as a teacher (Paris-Dauphine, Sciences Po Grenoble, University of New Caledonia), has given me my current ability to successfully combine creativity, rigour and pragmatism, to offer tailored solutions delivering guaranteed feasibility, to give careful consideration to the men and women who work for our clients because the success of businesses and government departments is rooted in their skills and knowledge, to propose or assess public policies which meet the needs of the country and of its people and are vetted for financial sustainability, to refuse to equate "change management" with simply informing people about a project... whilst ensuring real added value for our clients.
